Early digital delays like Roland SDE 1000/2000/3000 has a dedicated button that doubles / halfes the delay time, and at the same times changes the tuning one octave up/down. According to Interruptor (maker of Tape Delay, Dub Siren, Echomania etc) this happened because the delay length was set by varying the clock frequency of the delay buffer.

Is there any vst out there that can produce this effect??

audiodamage dubstation changes pitch with delay time - has a multiplier switch also.
Arcdevs et200 & dubb box do similar things, not sure about an exact functionality match.
Also Klanglabs overdubber may do something similar, there's a little wheel on it for playing with timing & pitch.

diverdee: well at least the names of those plugins sound promising - the effect I'm after is a typical Mad Professor / Jah Shaka early 90's UK dub thing... :)

i've tried most of those plugins already and they don't do the trick.

the one that seems most interesting is the audiodamage dubstation, but they don't provide a demo version!! just a demo mp3...

If it's the Jah Shakah style - if you're willing to pay (a minimal amount) audiodamage dubstation is definately on that tip.
But also try the ET200 from arcdev industries (freeware).
His Dubb Box is a roland space echo emulation.
There's a thread around here somewhere with a link to his laest release candidate build of it - nice, still mono at the moment.
Tha audiodamage plugin is a little 'cleaner' sounding than the arcdev ones - which always seem to have some of the low frequencies included in the sound, even with the 'tone' control set fairly high - an eq can sort that out thouugh (if necessary) & their 'grit' is actually fairly nice anyway.
I haven't used overdubber for a while, but it had this nice little 'mod' wheel on it - used for slowing down/speeding up the delay, with all that lovely pitching up/down.

fandango: nope, at least I havn't manage to do it.

to clearify what I'm looking for: the sound of the delay should be digital rather than analog, well crisp and clear. The delay time must change with x 2 or x 0.5 without any glitches etc, and at the same time the pitch should change to one octave higher or lower.

Are you sure PSP 42 isn't what you are after then? It has the best sounding intentially digital pitch shifting delay to my ears, and the "Delay x2" button that's on the left hand side of the GUI right next to the dB meter does exactly what you are asking.
