Not sure about number 4, but I think he is:

1. On the right, just to the left of the hand on the arm along the edge of the picture
2. Number 14637 (I think the last digit is a 7)
3. To the left of the lifted up girl in the red shirt
4. 6th person from left on the top row?
5. Between the two guys in the top right corner

There's a definite similarity, although Robin Williams has slightly less weird ears. Not sure if that's down to the coke, though.

Just noticed that even Wikipedia doesn't mention the Inspiral Carpets part of the question. I'll try to think of a clue that doesn't give the answer right away, but theoretically you could manage it with some good guesswork and checking your guess.
