For me to call music 'pure techno' it has to be in the 120-140 bpm range, emotionally ambiguous/detached, devoid of classic hallmarks of the song like verse/chorus patterns or solos and contain as few 'deliberately tonal' elements (melodies, chords) as possible but instead rely on percussive elements and looped sounds.
It'd ideally be performed by synthesizers, samplers or cut up audio along a tight sequencer grid, but a very similar vibe could also be created by a real band.
A bunch of two bar loops cut from reasonably busy field recordings interacting with one another in changing ways is all a track needs to be techno. Drum computer sounds are nice! When they bring in chord progressions, riffs and vocal sounds, they can add another layer of interest, but from then on it's a tiny tiny step into house/pop/'techno-plus-genre-compound-name' music. My 2 cts.

It's also weird hearing that 808 cowbell used so much, you can hear the roots of electro and it's what i associate with techno even though it's foundations are in detroit.
