I am using a laptop and to be honest I want something outbound, powered via USB. And I am a bit low on budget.

None of your links will work for me but anyway ...

I use a NI Audio Kontrol with my laptop. It is USB powered, has XLR, line and HiZ inputs, 4 audio outs, midi in/out, zero latency monitoring and some midi control buttons/knob. It sounds great and has been totally reliable.

I had a Tascam US 122L some years ago. I loved it. Very good build quality with low latency. But that was with Windows XP desktop and few years back. So, I don't know really how the new Tascam is, for me I trust their products quality. I think there is another model US 144L (i think).

When I went to the shop about two years ago, I couldn't find any Tascam audio interface! So, I purchased Focusrite USB 6, which is also a very good quality product. It comes with Focusrite effects bundle which has nice 4 effects worth $100. I'm happy with it :-) (I think the scarlett 2i4 is a similar interface to the Saffire USB 6).
Using: Cubase Pro 15, Reason 13, Tascam US-4x4HR, MODX6, DM12D, LaunchKey 49, Yamaha guitar(Pacifica 612v) and bass (BB234) and some virtual instruments and synths.
