They have to go slow, so that nobody notices. If the changes of the last 10 years, at least in the UK, happened in the space of two, there would be uproar. When the change is incrimental over a long period of time, people are never sufficiently enraged at the total change at any one time. They have time to absorb the changes, like when you get into a hot bath slowly instead of jumping in.

That's my theory anyway.

Your theory is sound. It's actually well documented, I think, in social sciences. This is the same thing I remark about frequently myself. We see it on all levels. From commercial websites like Facebook, to workplaces, to whole societies. At least, some of us SEE it.
