you are right, the bass generator must be checked because it was not modified for many (4-5) years. Or maybe an improved version would be even better.

Yes, because both scales are defined at the same place, at the root level of the composition (see "as defined in..." in the title). "C Major" is shown again on the master track, because you chose "Eb Major" for the duration of the "Ebadd2", but the scale changes back to "C Major" that was defined earlier. You can override "C Major" if you click with the right mouse button outside the scale name as shown on this image:In this example I've defined scales per bar, but I can not change them independently.

The usual way of setting scales in the structure inspector for parts, lines still works, but the new master track shows the scales linearly. You can add/remove scales/tempo/beats per bar properties by clicking on the lower part of the master track with the right mouse button.
I think another feature is needed to make it even more useful: "Insert new scale until the end of line/part/composition".
