Yes, hopefully there is an effort like this underway in the US as well, though many in the recording, film and publishing industries may be against it as they would be afraid it would weaken current copyright rules.

I was reading some history somewhere recently on the upcoming Wired magazine compilation that will all be licensed under CC, and the artists involved were all gung ho from the outset, but apparently it took some doing to convince labels and legal reps. Not surprising considering their bread and butter comes from album sales mostly, where as bands can make most profit from performance sales and merchandise licensing.
