Best Delay Plugin?

You can’t go wrong with sandman pro. I have most of the delay plugins on the market and it covers the majority of the delay based effects I would ever want along with some insane buffer manipulation tricks and it’s many different setups. I generally use a host based delay for very standard stuff, sandman pro for most other things, and then pull out Melda mxxx for very strange setups. I still use Valhalla Delay, color copy, guitar rig, h delay and Ohmboys pretty often but that is most often for something very specific because of the fewer controls.
You could do fine with just owning sandman pro plus whatever your host came with. This isn’t true of most other delays out there.
Soundtoys’ Delay is about the the only major one I don’t have, but that’s just my general dislike (I know that I am mostly an exception here) of their stuff in general. I’ve heard many of the things that I just said about Sandman said about echoboy so it’s worth checking out if you like soundtoys’ stuff.
If you have a windows system and a reliable way to play with old 32 bit plugins, there were some great/ bizzare free Delay plugins all over the place years ago that could make some seriously odd sounds which would be a way to go.

You can go with plugin per delay type and end up with several plugins, but probably you should consider an all-in-one plugin like Soundtoys Echoboy or Valhalla Delay.
Echoboy has more emulations, and Valhalla Delay has a better diffusion that does reverb and a pitch shift.
They both sound very similar when parameters are matched.
Other type of delay is a creative delay, like UVI Relayer or Sandman Pro, which can do weird experimental stuff.
So if you get two delays, one of each type, it will cover 99.9% of all delay related needs.
Sandman Pro is also quite wicked, but can be a bit over the top for basic uses. Instant Delay kind of covers that though. I'm also liking the bx_delay and the new Arturia offerings.

There are a lot of very good delays. The best would be one that is not very resource hungry but still quite flexible.
H-Delay or Replica(XT) are quite CPU hungry even if they are very good delays. So I would say: the new king is the old king

Lately I've been using WA Productions Mutant Delay. Love the internal ducker. Saves all the side chain setting up hassle.

Yeah don't sleep on Dubstation. It has a signature sound that is worth having.
