What are the best reasons to use VST3 over VST2? or should I just use CLAP?

Just one question : I experienced quite some time the fact that the vst2 version of a plugin goes to sleep if not processing anything, while the vst3 (that is supposed to have the nap feature native) doesn't.
For exemple, in the last A-Console plugin from Sonimus (I take this exemple because it's a brand new plugin, but it's also the case with some other plugins I have).
This kind of absurd behavior is making me immediatly doubtful regarding using vst3 versions of my plugins, but I may be wrong. I must say that the automation behavior and look (you get the plugin unit in the automation lane, and not some stupid 0-127 number) is much better with vst3. And Ableton live support guys always ask me to replace my vst2 instances with vst3, and tell me the vst3 is supposed to be more stable. But it's not always my experience (I'm on an Apple Silicon mac, using mainly Ableton Live).
Some guys around here seem to know a lot more than me about that, so I would be glad to understand why I encounter so often this particular issue (no nap with vst3 versions) and what does it mean about vst3 in general ?
For these kind of inconsistencies, I would be very glad to see Clap adopted by everybody... And by the way, I trust u-he much more than Steinberg...

Alexandre Bique is pretty much the most responsible for CLAP, as he started it before he even joined Bitwig in 2014. u-he basically backs the project up logistically and promotionally from what I understand - which is not exactly the same thing as being responsible for everything that goes into the standard.

From my recent talk with u-he he does seem overly responsible. Then Bitwig mentions Urs as a member of the CLAP team. I can’t remember if CLAP is a standard or a platform. This is, apparently, a crucial difference. I’m surprised nobody has created a useful meme to explain how one of them requires a load more development time while the other is clearly a universal ’good thing’.

I certainly helped make the idea popular. I tend to think I also came up with a lot of key concepts - such as making it independent of wide host adoption and spending money on open source projects that would further CLAP.
However, CLAP in its basic form was written and finished in 2014 or so. I just sat down with Bitwig and figured out what it takes to revive it in 2021. Alex and I certainly talked about some technical details, but I do not think my effort there went beyond giving my opinion. Other people went way deeper into implementation details.
My biggest development effort, time wise, was learning to use Hugo and setting up cleveraudio.org
As for "control of devlopment" - I have never assumed that, and now would be impossible to do so. Neither could Bitwig. Which is also what's pretty clearly laid out in every bit that we ever posted about CLAP.
