I think you must be referring to that quickly repeating metallic dink buzz texture sound that occurs at those two places. I can hear it well on my earbuds but not on my studio monitors, probably because there is little bass in my earbuds.
Before thinking about the metallic character of the sound, you want to get that rapid series of transients that changes rate smoothly in a particular way. The best way in Serum is to use an LFO that has a transient attack shape and to use that to modulate the volume of your oscillators or maybe even filter cutoff. You want this LFO to cycle rapidly and to change its speed as a function of a curve you can control. It should change smoothly, so turn off "bpm" for it. Use a second LFO to modulate the speed of the first and set this second one to work as an envelope.
To get a metallic tone, you want inharmonic intervals, or sines that are not spaced according to the harmonic series as they usually are in musical sounds. Serum and Vital, with the basic wavetables, aren't necessarily the best to achieve that, since even if you custom edit wavetables, you can't really get true inharmonics, since everything in the wavetable repeats together at the same frequency. But by using two oscillators with variously spaced partials in their wavetables, and offsetting the two oscillator pitches by some inharmonic interval, can you get something crudely resembling what you want. You can go further to get inharmonics by using a number of unisons and detuning them by a large amount. In the "Global" tab in Serum, you can further adjust how unisons are distributed. You can increase their span in different ways, including an option to space them randomly each time you play a note.
Set the LFO you created for the rapid series of transients to modulate the volume of your oscillators, ranging from zero to some high value.
Another way to get a metallic tone is to get a short sample like a hit on a piece of metal. It must be very short, since Serum's noise oscillator doesn't let you shorten it. You can then have it repeat over and over quickly and change the rate over time by modulating the pitch of the noise oscillator with an LFO set to work as an envelope. Or if you have a sample that is a constant metallic ringing sound, you can use an LFO with a fast descending attack shape set to repeat quite fast and use it to modulate the volume of the noise oscillator to create a series of rapid transients.
There are also various things you can do with filters, such as using comb filters, formant filters, and so on, and effects such as phasers, flangers, delays, and so on, to enhance a metallic tone.
I created a couple of presets for you to play with. They don't exactly replicate the sound in that song you linked to, but they should give you an idea of how to approach this. Try to understand what is going on in the patches. Try turning off all the oscillators, including the noise oscillator, and also the filter, and turn them on one at a time and explore what each is doing. Play with the pitches and the modulation ranges. Also play with the LFOs. In the second patch, I also set up all the effects in the FX section to do interesting things that can enhance the metallic character. Try turning them on one at a time.
In the second patch, I also used unisons as I described earlier. Try different numbers of unisons and different levels of detuning. Also go the "global" tab and and play with the unison settings.
To install the presets, it should work if you extract the contents of the zip file and place the three folders in your Serum presets folder, which Serum will show you if you go to the menu and select "Show Serum Presets folder". The three folders, "Presets", "Tables", and "Noises", should be placed directly into your presets folder such that they merge with your existing folders with those names. There are some custom wavetables and a noise file that need to go in the proper places in order for the presets to load properly. When you next open Serum, when you explore the presets, you should have a folder called "JO512" with two presets in it.

Be sure to play with both the LFO curves and the LFO rates in each patch. I didn't create them to perfectly replicate what's in that song, but you can get close or do something different by drawing different curves or moving the existing points around. It is particularly interesting to see what happens to the sound when you move different parts of the LFO that shapes the repeating transient. Notice that I modulated the locations of two points in it in the second patch. The ability to do that is a little known feature of Serum!

I just realized I was overlooking all the filters in the "flanges" section in Serum. Many of those will produce quite metallic sounds when you run noise or a pop through them.
