I'll put in a plug for SaviHost as well.
Very cool little piece of software.
Great if you just wanna run a softsynth and play it
on its own without having to run a full blown
sequencer......
If you want something a little bit more sophisticated
try SaviHosts big brother...VST Host.....
It can load multiple VSTs .
Very useful for a live setup.

Simple but effective software that works,
is very strongly supported by the dev (Herman Seib)
and lately has been updated so many times it's hard
to keep up........

And the best thing of all?
They are both totally free.

If I understand what you are saying renoise does it all quite nicely. You can open your VSTi editor window, play with the parameters with the mouse and still use the PC keyboard for playing notes. You can navigate the hosts sections, keyboard will still play the VSTi, and the window will stay on top so you don't loose it, although focus for the mouse has moved to the main windown.

The demo is free and fully functional except you can not export tracks to wav. Check www.renoise.com

Or maybe I am missunderstanding you. I'm sure what others have mentioned would do the job with a more basic program, but I don't have any experience of any of them.
