First I've heard of any such report, I have Sonar5 on my laptop (works fine) and Sonar5demo on this PC (seems to work fine). Is it showing up/configured as a Synth? Perhaps you had an old Lucifer (less width) and Sonar just needs Lucifer to be rescanned/configured in Sonar?

Lucifer in Cubase SX/SL
Insert Lucifer in an insert slot on an audio channel that you wish to process. Create a MIDI track and, for that track, select the MIDI In port that your MIDI
keyboard is connected to as the in setting and lucifer as the out setting.
