VST effect that can Sample&hold arbitrary audio signal?

S&H is a modulator

Not so. S&H is a process. All a Sample&Hold circuit does is capture a voltage value when triggered and hold the value until retriggered. Bucket brigade delay circuits are essentially composed of a string of sample and hold circuits, for instance.

S&H modulators are really just white noise run into a S&H module/circuit and triggered by a LFO.

Fine, I realize that I have no idea what Im talking about and that there can be effects like decimators that do this, I read the thread, then I talked out of my ass! But anyways, all i really wanted to know is if there is a VST that takes audio info and then applies a rythmic sampling and translates to a cc range with midi out.

I think that my free plugin, phutboyslim, might do what you want.
It samples incoming audio and replays a loop of it at various quantized times (down to 1/64th)
