Pretty much yes, it's a recognised psychoacoustic principle.

MP3 compression uses it (amongst other things) to discard frequencies that are masked by other frequencies, hence reducing the amount of data needed to "describe" the overall audio, without affecting the quality too much.

Meters tell you about what's happening in the system (the mixer, the processors, the summing, etc). They don't tell you how the music sounds.
