The brain is a large collection of neurons (nerve cells.) Nerve activity consists of electrical and chemical synapse. Both these mechanisms need some build-up time before the next impulse can be sent. It's logical that when optical or visual stimulation is applied periodically, that brain activtity to process it will be following that rythm, resulting in brain waves! The potential difference usually fluctuates between 0.5 and 70 Hz. There is an alpha state identified (relaxed/reflecting) as the 7-14 Hz range.
