Nuno Bettencourt is really inventive, when it comes to meaningful phrasing. Though Extreme was not my type of thing, I always found his guitar work with them adventurous and fascinating..

I defenitely second Robben Ford (one of my alltime favourites).
But then, I think, apart from some "pure" shredders, almost all of the wellknown guitar players have excellent phrasing abilities.
I don't like folks like Vai and Satriani too much anymore, but they certainly phrase excellent, even if sometimes a bit too "educated". Same goes for Mr. "I invented speed sweeping" Frank Gambale - actually, once those players reach "stardom" for whatever their special technical abilities might be, it seems to be forgotten that quite some of them are most excellent in phrasing.

However, if you want some insights on phrasing, Scott Henderson is the man (if you don't mind the particularly awful backing):

What I like a lot about him is, that, unlike Vai and Satriani, who simply reproduce their album solos, he's actually improvising.

I could probably think about tons more.

Outside of guitar world, I can't think of someone phrasing any better than George Duke. His treatment of timing and melodic development is almost unrivalled.

Oh yes, there are a few of us around who poke our heads up above the parapet once in a while. + the was, of course, the prog rock contest month in march last year - produced some fantastic tunes, all of which were keepers for me.

I've never been too much of a Santana fan due to that issue. And well, with the latest "events" you can hear him on, it's getting even worse. Looking for famous people to cooperate with, just to throw in the same old annoying licks whenever he can, pretty much spoiling the music.

he wasn't playing "laid back" in the 60s and seventies, he's downright rushing now. And while some of the collaborations weren't bad it's gotten worse.
