I listened to a sample of Batidinha and I got a strong sense that the chords came first (I wasn't familiar with that tune). In fact, I think he had to experiment quite a bit to arrive at the chords.

i wrote a few musicals, its not my greatest hobby, but it's fun if you work with a nice crew.
There is nothing wrong with chord progressions as a basis. But how do you get out of this vertical thinking? Maybe try to sing the different voices (bas, tenor, alt, soprano), while your vst instrument is playing the other lines. Then you will feel which line has the most potential to be the 'head' melody. This doesnt have to be the soprano. Then try to adapt your other lines to the main melody, by making some suspenses on the important notes of your melody, so your melody grows. Make some figurations on the important notes of the melody. Try to think more horizontal (counterpoint). Try to put your voices in different rhytms. Where do you want your melody to rush and where to cool down?
How are you doing with the texts for the musical?
