Windows 7 x64 runs a virtual environment for 32 bit applications. So, when you run 32 bit Cubase you are running in a self contained virtual 32 bit environment. Everything that happens in Cubase happens as if it is running on a 32 bit OS. So the 32 bit plugs are 32 bit and are not bridged.
In essence Win7x64 is providing a x64 to x32 application bridge
When running 32 bit plugs in x64 Cubase, Cubase must provide it's own bridge. Or, some other company has to expose the 32 bit program to the OS as if it were 64 bit so that Cubase sees it as a 64 bit program (jBridge).
It's not just SE that has issues being bridged. It also is not "just" Cubase x64 that has issues with bridged SE synths.
