I think there are ways to analyze and discuss melody. It's just not talked about very much in theory it seems.

For me, creating a melody is the art of patterns and contrasts in intervals, timing/rhythm, etc, and perhaps how it interacts with the other layers of harmony and rhythm that supports it.

I think a good melody composer just has a feel for situations like when to break up that sequence of eight notes with a longer note, when to syncopate, when to switch a more gradual and predictable interval steps with something more harsh, etc.

For me boring and simplistic melodies are the kinds that are very stiff with the same note lengths, no syncopations and a predictable series of intervals. The kind I often hear from beginners, or typial lullabies (think Twinkle Twinkle Little Star).

A melody is also dependant on the underlying harmony. In the vast majority of cases a melody will be derived other musical components that have already been written, or even if you're starting out with a melody you have usually already decided for a particular key.
But you can create a melody by just throwing in a bunch of notes at seemingly complete random and make it sound like Schoenberg or something, but if you just harmonize them right it can suddenly "make sense" and sound quite pleasant.
