The normal expectation for us is that audio is dealt with in the time domain; think of all the amplitude vs time graphs you see. Any processing done is manipulating the sample in terms of its amplitude, which is the only thing available in that domain. The amplitude is the sum of other components (ie the partials which make up the waveform), but there is no access to those components in that domain.
Even if you split that signal up into something 'multiband' with filters, each of those bands is still in the time domain.

Spectral processing is frequency domain processing. For any given instance of time, there is a representation of each and every part of the entire frequency makeup of the signal at that point. Any processing done can manipulate any frequency component completely independently of anything else.

So if Spectrum effects are so nice why developers dont use it for their EQs to avoid phase issues? I know it from Isotop Iris and the GRM Tools, it is working nice even with unbelievable 184 dB per Octave so why do they dont use it for EQs?

There are tons of fft based eqs on the market. voxengo curve jumps to mind. I believe most linear phase eqs use ffts (I may be wrong though). It's just a different way of manipulating the frequency content of an audio signal. It has it's uses but also drawbacks such as latency and windowing artifacts.

Yeah, like Ah_dziz says; your assumption is wrong. Maybe if you spent more time reading up on this instead of demanding an explanation of every assumption which pops into your head then you'd maybe be able to spend more time being productive.
