In the world of mainstream music where every single song is about getting drunk and shag somebody (which is obviously what the mainstream music bosses told to write to their "puppet" producers), Depeche Mode is singing what their want to sing. I think they clearly said that to Columbia bosses. Otherwise their would continue with dealing with Mute record with the same success.

What happened to the revolution?

Good question.

Had this been at 33 RPM I would turn it up to 45 RPM

What happened to having a kick off single with a good rolling rhythm, this is just another stomp stomp waltz :(

I really hate to hate on it , but I hate it ... I like Violator and most albums prior to Songs of Faith and Devotion , I liked SofF&D too come to think of it . Ultra was where they lost me .... I think that was the name of the Album Ultra ??? , I bought it on CD and was like somethings Missing here this is not Depeche Mode ???? Dave Gahn solo album was crap too ... Another note Thom York of Radiohead solo album I like now .... His political lyrics are unique and less I guess cliche ... Oh well sorry to dog pile on Depeche Mode but man .....

In my opinion, the music matches the lyrics. Would be strange to hear the melody from Policy of Truth here.
Also teenagers are different. Some were transformed to zombies already, others are still alive.

Maybe because they try to conform their age? They cannot put those leather jackets anymore, it would be laughable, like if they had the middle age crisis.
