My assumption would be hardware is a given. In which case, Logic Pro X would be my choice (and is). Imo, if you can't make decent music with what Logic offers, then all the expensive 3rd party plugins money can buy won't help you. I don't think anyone has gotten to the bottom of everything Logic can do. It completely boggles my mind what a great program it is. In the days of ping-ponging tracks back and forth on 2 stereo tapedecks, to using a Tascam 424, I never dreamed I'd have such capability at my disposal.

If I had to get something done on a budget like that, without anything at all at my disposal, including hardware, my solution would look something like:
Computer: (second hand, roughly i5 3 GHz, 8GB, 500GB HDD + display + keyboard and mouse) 80-90€
Headphones: Superlux HD-681 EVO, 29€
Portable recorder and audio interface: Zoom H2 (second hand), 30-40€ -- choosing this mainly because it's a) cheap b) allows for a way to record at least some elements from the acoustic realm into the project
and c) it doubles as an ASIO monitoring interface with surprisingly robust drivers, look it up
A basic but decent MIDI controller (keys + a couple of of knobs/sliders), around 60€
Reaper: 53€
That's approximately 260-270 euros, with rudimentary recording and realtime monitoring capabilities, some appropriate realtime playability, a computer and DAW software. After that, free software and free sample offerings would go quite far, together with the built-in DAW effects. With things like Tyrell, TX16Wx, the Dead Duck effect bundle, Sanford Reverb, TDR Feedback Compressor, Limiter No6 and so on... the quest of actually producing something could then be well underway
At that point I would probably do what I could, with what I have there, and ultimately save for reasonable but affordable monitor speakers and the cheapest path to acquiring a full Kontakt license I could find. The free and budget priced Kontakt instruments available for the full version would be very beneficial to me in the long run.
