Live 8 to 9 was 4 years... that was in part because Ableton had to put development on hold for 1 1/2 years due to user outcry from all the bugs...
Before Live 9, Live averaged about 1 - 1/2 years between major upgrades.
The reason Ableton could wait so long between 8 and 9 and then 9 and 10 is due to Push 1 and then Push 2 sales. I think most people with Live already have a Push if they want one, so my guess is that within 2 years of Live 10, will be a paid 11.

Since Live 10 we've had a good number of Live Packs added to Suite. A lot of the older M4L devices have been updated and improved upon.

Latest iPad Pro 12.9” implementation of Live (I hope and dream)
More than enough CPU power to run it.
Bitwig will probably beat them to it anyway - it runs already in touch mode on Microsoft Surface...
I wouldn’t hold my breath to see anything new from Ableton until 2019 anyway

I'm pretty sure they're working and all 3 (and then some), so because there's no option for "all of the above" I've not voted.

Build & Drop, Chop & Swing, Drive & Glow, Glitch & Wash, Punch & Tilt, Skitter & Step. All of these are "created by Ableton in collaboration with leading sound designers."
Creative Extensions and Probability Pack are both made by third parties but nevertheless both have been added to 10 Suite since release.
