One-hit wonder producers vs producers who make avarage songs and never become remembered. Difference?

I doubt there are many one-hit wonder PRODUCERS, I don't know any. Producers usually work for various artists and for years or decades, so they are much more likely to produce several successful songs for different artists - or none at all if they suck as producing.
I suppose it's different with one-hit wonder ARTISTS.

Guy Stevens comes to mind. He produced London Calling, but really didn’t have a producer role on anything else he was involved with (nothing as major as London Calling, anyway)

The difficult thing would be to find an artist who would be willing to take you on without previous experience. Most producers have built up their experience from being an engineer first, or starting with relatively unknown acts. But there's a few of us about.
Some of us have had no hits, one hit, many hits. Some of us just have bitch tits. It's what it is...
Some of us produce for ourselves. For others. For money. For fun. For love. For profit. Who cares. You need a shit lord attitude in this game. See JJ Cale. He was a producer's producer. Shit producer, but still. A producer none the less.

I producer more songs than you can shake a stick at!
