Bitwig cannot do such looping in the Arrange timeline. In Bitwig you do that with modulation usually, but for that specific purpose you would rather have a controller script deal with it. Either Java or Javascript. Look at the scripts of Mossgraber for almost any controller. I know this post is old but in case someone is still reading it... LoopToGo is dedicated to live looping. There is a Free and a Pro version. The Pro version does not cost an arm and a leg. The Free version is very cheap
