Does Notarization needs an Apple Developer Program license (costs $99 a year)?

Also, on the positive side, Apple reverted back to making it easier to get an account. A few years back, I wanted to sign up for an iOS developer account, fulfilled the list of items they wanted, and they came back and requested a business license, had changed the requirements in the meantime. I simply work from a home office, and the city charges a hefty fee for that, if you let them. It was pretty annoying that they had gone to the level of this annoying hurdle, I'd previous been a developer since the days where you signed up for free and they sent you a monthly CD, all OS updates, tools. I had to go to city hall and pay a fee. Fortunately it was near the end of year and was prorated, didn't cost a lot, I simply let it lapse, then didn't need to iOS and let it expire as well. But signed up again in the past year for MacOS signing purposes, it was just a matter of paying the $99. I have no problem with token fees like this, glad they tossed the hurdles.
