No, Maximus is good until you try to squeeze the track to meet most of commercial track loudness levels. Then it gets really tricky to make it work, you have to sacrifice something to meet the loudness, like the bassdrum punch, it gets squashed. Its really challenging.

You can say "hey but you have a gain knob you can turn the volume up" but in real word it doesnt work like if you want your music to be supported by bigger DJS, often you can hear back the track is not too loud enough or not punchy enough. Its really worth getting simple few knob tool that really works well in 99% of the cases by just driving the input level.

Then you buy mixing/mastering service. Or learn mixing and use online mastering services.. But generally if you need to ask questions like "are the tools of (insert name here) pro enough", you're not pro enough that you should be even worrying about the loudness being enough.

You cant create a good mix with only DAW stock plugins, especially with FL Studio's. You need at least some plugins that use iLok for pro quality mixes.

I use FL, and after using it for years I can't use any eq other than Parametric EQ 2, it's perfect. I use Sytrus as my bread and butter synth. I use Fruity Limiter for all my gating needs... but I don't use it so much as a limiter. Vocodex is a great vocoder... if not the best. Love Filter gets some use. Reverb 2 gets some use. I just don't like any stock dynamic plugins, I mentioned the limiter... but again, I never use it as a limiter.

I would like to sum it up a bit:

If somebody needs to ask this question he/she will be save with the stock plugins for at least the next decade as the skills make the mix not the tools!
