That way, you can simply close the plug-in editor after making any adjustments (rather than have it remain open, but hidden by the project window). I have also noticed that having too many plug-in editors open seems to cause a bit of lag, so I have gotten into the habit of closing all plug-in editors except for the one(s) I am currently making adjustments.

If you save a project that has a bunch of open plug-in editors behind the project window, Cubase will recall their open state when you reload that project again. Try closing all plug-in editors, and then save your project again. I am pretty sure the next time you load that project, the plug-in editors will remain closed.
You were bang on with that, thanks, saved the project with no open plugins and its all snappy n working fine again, even at 70% load. What a difference.
Don't trust those with words of weakness, they are the most aggressive

fwiw I installed the very latest (feb) amd drivers a couple of days ago and opening the video window would cause Cubase to seize up and die within seconds. Rolling back to the previous drivers put things back to normal.
i7 4790/RX590/Cubase 10.5.20/Windows up to date.

I use a certain version of AMD drivers for my Radeon 5700 XT, otherwise I get issues (not the same ones you have though):
Radeon-Software-Adrenalin-2019-Edition-19.11.3-Nov18
