Yep, it will be a completely clean re-install.

Apart from clearing up the license stuff, I'd also check for drivers on the manufacturers website. Windows usually installs all the drivers automatically these days, but, sometimes things don't work as smooth as they should, so, it's better to install the manufacturers drivers. These could be newer, or simple better suited, compared to the drivers Windows installs.

Never had to reinstall Windows since 7, so you are saying i can make a “clean install“ myself with any bloated state of Windows?

Define clean state of Windows? If you buy laptop that have bunch of stuff pre-installed like from Dell or whatever, clean install would be installing Windows from disc image, there will still be "bloatware", but just the stuff Windows come with, not the stuff Dell or whoever installed it for you beforehand.

If you want Lite versions of OS, there's stuff like that online, but you are installing all that on your own risk.

Clean state of Windows = Windows as if you purchased a separate copy.
except for the “best“ drivers for the system on top of that.

Windows that come pre-installed on ready built systems are usually far from being clean

Think Windows will still install some drivers, but there will be no further bloat.

Of course it will install drivers, otherwise it wouldn't run.
I just don't want to have useless stuff like 3rd party virus scanners or other unwanted tools installed.
When i want additional tools, i'd like to decide which - most pre-installed stuff is usually junk and unneccessary.

I think I might just pay the $200 to MS for win 10. The cheap codes seem to be sketchy, I don't like sketchy. I've always used the OEM disks, but the ones from NewEgg and Amazon (not russian versions for AMD) are nearly as much.
