If you're talking about basic live looping, lots of stuff will get you there, as has been already mentioned.
If you're after the gradual deterioration of old layers of sound that tape-based looping often has, I can recommend Valhalla Delay and Replika XT. They both have various ways of degrading, eroding, and otherwise deteriorating old layers over time, in both subtle and grotesque ways, both analog-esque and otherwise. (Echoboy does this sort of thing well, too, but for me it's harder to get it into this particular territory.)

Yep later live Fripp loops were 2 x TC 2290.
TC makes a great affordable reissue too, and it comes with USB hardware.

It’s known that he used an H3000 for loops, and maybe even his AxeFX II. For looping software, I find the best tape style ones have already been mentioned. AugustusLoop, with its horrible orange UI is really useful for being able to “play” the tape speed via MIDI. Enso is great too, though when trying to fluctuate the playback time can get clicky in a bad way and I’ve got a screaming fast machine. If you put it in a send channel, Valhalla Delay is also really good.
For digital loopers, there are several that I love.
Möbius, which is an emulation of the Oberheim/Gibson Echoplex Digital Pro (plus a lot more) is really the king, but currently only 32 bits. The developer announced he’s open sourcing it, but I don’t know how that project is going. I had it going well using jBridge but later ran into problems and I finally gave up and abandoned it. I’m really hoping to see it back one day.
MSuperLooper, with it’s amazing modular built in effects processor is my go-to these days. The looping functions are pretty basic, but being able to use those effects are really powerful.
Avoid LoopLab by Stagecraft software. Maybe it’s better now, but it was a buggy mess for such a long time that I abandoned it. The developer is super slow to respond to support requests. Shame, because it has potential.
