It'd say: A DAW that does support VST2 and MPE most likely also does support NoteOff velocity.

In general it depends on how the DAW processes the Midi and what feature-set it has.
In the VST3 format the MPE stuff and lots of other Midi commands are converted and wrapped by the DAW. VST3 does not offer proper Midi support. So supporting MPE without NoteOff velocity would be possible when using this plugin format.
