Knocktonal seems more straightforward for what I want, but Apqualizr is more versatile. I want both!

And that's pretty much what rbass does. Sure it works on any material not just kick, but it's pretty much what you asked for.
You select frequency/note and there's a bass boost around that frequency, also including its harmonics higher up.

True, but less practical. Maybe the Steinberg Backbone is something you could look into. It should do just what you want. But thats a whole instrument and not just an effect. Have not tried it myself but the videos of it surely looks nice. Just wish it was included with Cubase
