You may want something that does time warp or hitpoint matching to fit your music to the video. Unfortunately Cubase SX got rid of the hitpoint matching, but it has some very nice time warp features.

The two main programs that I've worked with video on are: Sonar (out of your price bracket) and Sound Forge (now bought by Sony) but maybe okay?
Actually, if you want do do professional music for videos, you might want to check out Digital Performer on the Mac. Yeah, I know the Mac sux, but this seems to have the best synchronization and latency.
Nah! For your budget (always a prime importance) check out a cheap version of Sonar. If you get Sonar 2 or 3 on eBay, you might sneak under the $500 budget.

All sorts of films. As of now, my music has been primarily used in a good deal of action/military/thriller shorts, and one romantic comedy. So mostly material calling for more martial, energetic, dramatic and tense scoring. But the romantic comedy was an intriguing one, I had never attempted something so... light and cheery. Though I'd say I could probably score any project handed to me with a fair deal of proficiency.
By the way, thanks for the pointers guys. Some new, unexpected pieces of advice have taken me in some interesting directions, and I have found quite a few apps that are really appealing to my familiarity with good old tracker-style pattern sequencing, and also gives me that vsti functionality I crave. I'll probably have a decision inside of a week. Again, thanks for the help. I was beginning to feel overwhelmed with the amount of options I had to sift through. You've narrowed it down quite a bit.

Since FLstudio was already mentioned.....in the upcoming(holding my breath) FLstudio 5 there will be an optional video player which I guess would be for video scoring. I think for the boxed version it will be $200 plus whatever the video player costs. Thats well under your limit of $500 and you get free updates.

Wow... just checking out the Cubase website, it would appear you are correct. There is only mention made regarding time warp and nothing on hitpoint matching... which is sort of weird. Why'd they get rid of it? If you want to go megacheap you could get n-Track Studio for a song and that syncs to video. It's video features are not exhaustive however.
You can compose in midi - although I'm not that fond of the midi composition.
You could always use a software studio as a plug-in like EnergyXT or FLStudio. I think it also has rewire so if I'm not mistaken you could also use Orion.
The other side of the coin - you could go Adobe Audition which from what I recall actually has a video "track" which gives you a bit more power for composing for movies. It also has VST plug-in support and Re-wire. This means again - you can add Orion or EnergyXT to give you additional "composition" tools.
I would look at either of these options to stay within your budget.
Please note - EnergyXT is only $39US so if you need to add it on to something, it's a pretty cheap accessory for the benefits it will give you.

Also worth mentioning about energyXT is that it's sequencer has a very slick way of handling pattern sequencing. When you copy a clip of midi it makes 'ghost' clips that are like patterns in Orion or a tracker. ie - you change a note or two in one of them and all the ghosted copies update. You can also just right click a pattern and 'unghost' to put a variation in only that instance of the pattern.
Also, Jorgen (the developer) has hinted that he might include a video player comp at some point, but don't hold your breath for that.

I have settled upon Orion Plat for composing (those of you who recommended it were correct. Its interface is extremely familiar for a former tracker, and gives me all the MIDI/VSTIi/DXi/etc etc goodness that I could want) and Acid for the syncing (I already use Vegas for audio, and Acid compliments this app well for arranging and syncing music to picture). Everything slides in at about $450 with available academic discounts.
You're good people around here. Except for that one guy on the thread who randomly hated me. But the rest of you, thanks for your help. Hopefully when I become more knowledgable of all this stuff in general, I can lend some wisdom back to the community.
