Sounds like you want something thats halfway between Soothe 2 in its side chain option, and a dynamic EQ.

The one in your title does exactly that, and can often be picked up on sale for pretty cheap. Im not aware of any other options other then Fuser and the Unmask which is built in to Neutron.

Id just use Soothe 2, soften the sharpness and use the hi and lo pass filter to target the "area as a whole" you want.
