FWIW, it is still the case that the Streamdeck software will change its profile automatically if you switch from one running DAW (or other application) to another, so you dont actually need one per DAW.

@whyterabbyt meanwhile he upgraded Cubase from 13 to 14, so maybe that makes a huge difference

If you absolutely refuse to use profiles for whatever reason i see only one solution. OSC. Since the profiles you have use keyboard shortcuts and there's no way for the OS to send keyboard messages to one program and not the other they're useless in this scenario.
I'm pretty sure OSC would work though. Cubase supports it but for Live you need an extension and MAX for Live,i believe.
And the setup would be pretty hairy, a second computer and a network connection would simplify it somewhat i believe but it would still be pretty convoluted.
So i'm pretty sure you can do exactly the way you describe it but it would be hella lot of work with the setup.

It would certainly be simpler with just one, but I would have liked to use a second to separate Cubase Pro 14 on one side and Live 12 on the other.
An XL Streamdeck for every daw.
I don't know OSC.
There are profiles for Live 12 at Sideshowfx.
But, it is more complete for Cubase Pro 14 than for Live 12.
I have the one for Cubase Pro 14 and pure joy.
Now, I will be more tempted to create different profiles (menu bar / tracks / vst and plugins, etc.) only for Live 12.
Hence the addition of a second Streamdeck XL for Live 12 solely dedicated to the latter.

Use Profiles to switch Streamdeck behaviour automatically depending on which application is active.
Use Pages to present multiple 'sets' of buttons at the same 'level'
Use Folders to present 'nested' subsets of buttons.

Ironically, what'll actually be happening is that both Streamdecks would be sending key messages or whatever to the same foregrounded application unless he uses (application-specific) Profiles.

Perhaps I expressed myself incorrectly.
I don't plan on using both daws at the same time.
Just have a Streamdeck XL by daw (Cubase Pro 14 and Ableton Live 12).
A Streamdeck XL for Cubase Pro 14 (Sideshowfx scripts).
A second Streamdeck XL for Ableton live 12 (which I would program myself).
Concerning the folders, unless I'm mistaken, there is only one page for the icons?

Good. Because no matter how many Streamdecks you have, they'll only be sending to the active application.

If you're using, say, 8 pages, you either need to dedicate 8 'go to page' buttons per page to be able to get to any of them in just one button press, or you have to use the 'next page' button up to 7 times (or 'next page' or 'previous page' up to 4 times) to swap page.
With folders you can navigate to up to 32 pages with only one button press, (and more than 1000 pages with two layers of folder in folder.)

Ok, now you've lost me. Having one StreamDeck for each application makes no sense whatsoever. Just a vaste of space, money and effort. What could possible be the reason for such a clumsy setup?
