Strings libraries with special note transition samples are , generally speaking, not cheap. I'd guess grabbing the full east west collection subscription would probably have it covered. I'm not a fan of their stuff so I couldn't actually say what library/ libraries of theirs could do a convincing run.
It doesn't have to be amazing quality. I don't need to be fooling any expert into thinking I had an orchestra play out my parts. As long as it basically doesn't sound horrible and captures the vibe. I actually think the Symphonic series stuff I have will do. I just was confused because my pitch bend wheel was't doing anything. I'm still a bit confused as to why not. Maybe I'll report it as a bug.

I've definitely had that issue with the session strings library. I meant to mention that. It was mostly not doing anything and then would randomly trigger the proper behavior. I've found layering some low velocity spicatto under a legato passage can help bring out the individual notes of a run a bit.

Which DAW are you using?
In Bitwig you might have to switch on MPE, as it might not translate pitch expressions back to Midi...

I'm not sure why MPE would come into it, but I think it was because I was setting up Kontakt on its own channel and then setting up MIDI tracks to feed into it. Each Kontakt rack got its own MIDI channel, and each MIDI track was set to send that channel. If I changed the receiving channel to "Omni" it would work, but if I set it to something like channel 3, it would not.
