Yellow Dog Linux 3.0.1 runs on the old Macs. And comes with enough audio and graphics programs to keep me busy and happy, and extend the life of this slow-ass clunker a few more years. And, oh yeah,

its free.

On top of the other great apps folks have mentioned (PTFree, Rebirth, Metasynth... all apps that I still find myself using once in a while), be sure to check out the Real-Time Granular Synthesizer 2.1 <http://www.lownorth.nl/software/rtgs.html>, a very cool little Max/MSP-based audio file screwer-upper. Another interesting Max/MSP-based audio screwer-upper thingy is Argeïphontes Lyre. An OS9 version can still be had at <http://www.akirarabelais.com/software/software.html>.

The Tokyo 2.5 set of softsynths are also very cool.

On the system end, if you aren't going to upgrade to OS 9.2.2 then at the very least make sure you install OS 8.6. This was also a rock-solid OS that provided basic OS9 compatibility (USB support, for e.g.).

Reason may be a goood choice as it's probably one of the most CPU friendly audio apps ever. It's somewhat limited in features so it's gonna depend on what kind of music you intend to make.
