I don't thing so. Writing 'voted' on the forum doesn't imply the actual voting has been done. We are obligated to vote using a voting application. Rules do not mention confirming the fact of voting on the forum.

OK, the https://sites.google.com/site/kvrosc/rules page doesn't contain this requirement.
The link to this page is listed in point #1 found on your screenshot. Both have some overlap. So not sure which one is valid. Or maybe a union of two...

I think confirming voting, especially with nothing more added to the post is somehow redundant.
