They are included in the subscription only.
Were they included in the old Suite version?

They were released after R11 Suite. The Suite version was discontinued with R12.

I dint think there will be another 'suite version' but nothing stopping them do 'bundles' like buy the rack + Algorithm and Objekt for XX...alternatively they could just lower the cost of the older rack instruments to $50...that all I paid in the (regular) sales.
