Echotank XL doesn't seem to be available as download.

The maker says: 'I think I took down the Echotank XL along with a bunch of older vst's for upgrading, haven't yet got around to uploading the newer versins, will soon though'.

Echotank II is the version available and it is very good.

There has been a constant debate about that "Believe" effect. It seems that she said first (before this article) that she used autotune, then obviously she did not want people to know she was using autotune and started the story about the vocoder. I think it is autotune.

Yes, but thr detailed tech article/interview (where it says "Cher's Believe") seems to be with the people who actualy made the track, doesn't seem to be much room for "debate".
