For sounddesign I can say that Reason is super cool. Reason3 is even cooler because it puts the focus on the Combinator. This is nice because I can now show people the Subtractor is really a great synth.
With the Combi I love the fact that you can simply combine for example a synth with an extra eq or a whole bunch of effects.
Reason3 offer new sounds because of the Mastering effects. Adding these to a Combi can create new sounds. Try to push the softclip in the Limiter for example, it really smooths the peaks and highend of your sounds. Try to push a Sub through it for example and simply listen? Warm, fat and funky, right?
The Refill format is great for sounddesigners. No installation trouble and no imcompatibilty weirdness some samplers are causing (EXS, Kontakt).

About the sound quality in Reason: you don't get it out of the box as with Z3ta etc. Load a Subtractor pre-set, blah. But if you do some work, hit tab, add a Spider, tweak and think a little bit about it, very large and detailed sounds can come out of even Subtractor. Reason is like a Chinese puzzle box: there's stuff hidden that you find by working with it, LOTS of stuff. If you own it read the Peff book and do a few of his demos, THEN say it doesn't sound good. Not possible IMHO...
