Hi Margaret,
I'm not familiar with this concept in Surge, but can you explain the difference between simply assigning the modulation wheel to the cutoff frequency and creating a sine curve modulation envelope? Is it possible, maybe, that you have two curves contradicting each other, the modulation wheel itself and this envelope you created?
But then again, I'm totally new to Surge so forgive me if my question is irrelevant.

No, he meant VST automation (via envelope from REAPER arrange view).

I found the culprit: I had BlueARP ahead of Surge in the Reaper FX slot so the chords would arpeggiate. When I deactivated BlueARP the Surge slider started to move smoothly. Note, the jerkyness in the slider movement was not in time with the arp notes, but random. I have to conclude this is a BlueARP issue for now. I noted that in the BlueARP settings the mod wheel msg was set to pass-through so I wouldn't expect there to be this problem. I'll switch to some other arpeggiator that I have. Sorry for the false alarm.

Yup. I placed BlueArp on a separate track with just the notes
Than I placed Surge on another track with just the mod wheel envelope in the midi item. This worked.
I also tried using the automation envelope in the arranger view with my old setup - and not using envelope in the midi item. This worked too.
*Warning, mind numbing details*
It's a little more work to do the first way with two tracks, and with the second way I have to abandon the convenience of being able to auto generate a sine wave envelope since AFAIK the arranger envelope doesn't have this feature (unless I download some Reaper add-ons).
I can also just use Chord Potion. I transcribed most of the BlueARP presets to it. Potion passes through the mod wheel data in the midi item with no problem.
So there are solutions. Thanks for all the advice.

If you add an automation item to the envelope, you can right-click it at the bottom and open the properties window. A very basic question. Could someone explain how to modulate a modulator ?
Modulating osc1 fm amount by filter EG, I now want to modulate this modulation amount with velocity.
I haven't found out how.

I would use a LFO set to envelope or MSEG mode instead of filter EG and modulate the LFO amplitude slider with velocity.

I was wondering, would it be possible to include a scanned synthesis oscillator in the future?
Other than the new freeware Nettle, there seem to be no scanned synthesis synths on the market at all, payware or freeware, so it would be quite cool to include that for innovative purposes; it would go well with Surge's overall sonic focus too IMHO.
I am well-aware the SST is busy as it is and there is quite a few oscillator modes included already, but I thought I would just mention it, just some food for thought. It would certainly pose an interesting challenge, maybe somebody at the SST would like to tinker with that.

If somebody wants to code it up, we can by all means merge it. 
(Also IIRC there was Scanned Synth by Humanoid Sound Systems some years back that did this same sort of thing.)

This feature will be complete in the next nightly and will be in our production release late spring/early summer.
Oh also: it's a good reminder to make sure things end up in GitHub! The 3 year old GH issue had a link to your request which is why I remembered to post this.
