One thing Knobcloud could do would be to not insist on verifying everyone, but have a system in place where a seller *could* be verified, thereby making him/her more of a trusted seller. And then thereafter point out that no guarantees are made when buying from unverified sellers; as in, you're on your own when dealing with PayPal if you get scammed. This could all be done in a TOS agreement when registering.
