That's what FL is using now for timestretch.

Seriously check out the pvoc utility. Don't be scared by it being command-line only. Just read through the web page and you'll have all the instructions you'll need to do it. It is based on the standard PVOC code designed at the University of Bath, which is likely at the base of most approaches out there. I've used it on some fairly complex polyphonic material with really good results.

You have nothing to lose, it is free. Just listen to the Frank Zappa samples they have on their site.

For 5% longer: pvoc -N2048 -W0 -T1.05 -Y[infilename] -0[outfilename]

Try adjusting the number of bands (-N (256, 512, 1024, 2048, 4096, 8192)) and the filter overlap (-W from 0 to 3) to refine your results. I've found too many bands turn drums to mush.
