Vbr is normaly better because it uses bits more efficiently; giving extra bits to difficult sections, while not wasting bits where they are not needed.
However, it might create some artefact on low bitrate.

A book I read once recommended adding a little 2 to 4 dB EQ boost between 3 and 4 kHz before encoding to MP3, as this was the frequency range where MP3 encoders are most sensitive.

I'm not sure how relevant or necessary this is (the book is 5 years old), but it might be worth a try if you want.

eq is all good and fine, but im not sure if it has been mentioned yet, but what mp3 encoding at sub 192kbps does to transients is very apparent and impossible to restore, esp on a mixed file, no?
