They can't just simply give this stuff away as a commercial company may due to the incredibly complex licensing agreements.
I think those dismissing this due to the non-commerical aspect may be missing the point a bit, this is more like a lending library; you don't expect to borrow a book then go and make a film of it without obtaining the rights. You borrow the book for research, personal entertainment or enlightenment etc. (not that you'd get much entertainment listening to someone walk up and down some steps, whether wood or stone...
And, speaking personally, if I want these sort of sounds in a piece then I go and make them myself, much more gratifying IMHO.
