Back then they had to use hardware synths to get things done, my advice is to grab V Collection 9 from Arturia when it's on sale. It's 33 instruments, but it's got most bases covered as far as classics go, especially for goa trance or EBM. You'll still need a 101, and should absolutely pick up TAL BASSLINE 101. It sounds near identical to the original, the interface is great, and it's an iconic sound for goas trance. For the 303, I'd absolutely recommend Phoscyon by D16 Group above any other plug. It has some "advanced" controls that are similar to the Devil Fish mod, but you don't need to use them if you want an authentic 303. For bass drum a 909 would do but I recommend Kick 2, you can make some great goa/psytrance kicks with it. So the tl;dr -

-HARDWARE: If you must get hardware, go Access Virus. Nord Lead is great and iconic as well, but lacks built in effects, which to me makes patching more difficult as you can't get a general idea of the full sound with effects. More menus in the Virus but I think its' the better of the two.
While you're at it, check out OlliePsymusic and Das Glitch on YouTube, they do a ton of invaluable goa/psy tutorials for free.

For matching the sound of 90's goa / psytrance, I mainly use Waldorf Largo, Tranzistow and Chro 8080 (an incredible JP-8080 emulation for Reaktor). I'd say Rob Papen synths also has that particular 90's vibe, but I never used them.

Emphasis on the ish for the TI. It really needs the graintable stuff for psytrance, as most producers who buy one want it for the unique glassy/metallic tones it can produce. I believe Adam is working on adding this feature to Viper though. Sorry I though this was what did they use. Now you can use literally anything and it will work. I cannot think of a synth where you could not have 1 monophonic oscillator and a filter widdling away into some delay.

It may not necessarily be the best, but the SQ80 V sure has some nostalgic vibes and can be a great tool in the box. Also, as others have already mentioned, Phoscyon 2 is pretty much a must-have for acid.
