Is it just to profit off an unsatisfied customer? Then excessive fees make them even angrier.
I get why there are transfer fees. From the devs perspective, it's another user that needs support and attention. New users usually require the most support, but I think a flat fee is sufficient.
How is it another user that needs support and attention? The support is essentially attached to the plugin license itself; the transferer won't need support for a plugin that they no longer own, and therefore no longer use, the transferee will now be receiving the same support as the old owner

Exactly, and also consider that Melda's transfer fee is a fully automated process. There's not a mail exchange with a developer or worker - like with most brands - that charge little or nothing for this (which takes less than 5 minutes).
