As long as I've been a part of this, there have been voters who (for plenty of
*good* reasons) haven't listened to all the entries. Any there are plenty that do, but have no taste in music, and even more who still can barely accept anything beyond their narrow-bandpass-filter of disposition. The old Not My Cup of Tea (NMCOT) Syndrome. That's OK with me.
Despite those imperfections, it's as democratic and open as it can be without much intrusive or recondite security or validation. I often consider ways to improve it, but I don't have any surefire answers.

... from my point of view the slightly shambolic ad hoc nature of most aspects of the contest is what makes it fun and interesting ...

I am definitely not in that club, if that is what it is.
