i.e. softube plugs don't work well that way at all - but work flawlessly when DAW is rosetta.
In which DAW did you see this behavior?
Logic, Plugin Doctor. Can't remember reaper?
Are you sure? As far as I know Logic and Reaper will only support native plug-ins when they run in native mode

No, logic has a separate host process for plugins and can load x86 plugins when running native just fine.
(Unless quirks like softube)

Serum, Surge, FabFilter stuff, Valhalla, Scaler 2, Nexus 3...etc
I would say a bug. Serum, Surge, Fabfilter, and Valhalla are all verified universal binaries and run in Reaper as native VSTs just fine. Have you checked for an option under Settings, Plug-ins that would govern this?

Bitwig is the first major DAW to go Apple Silicon Native!

(Yes, I know, Reaper... So sue me.)
FL Studio also has a beta version.
I didn't know about this. Which version and who is allowed access to the beta?

Does the new Nemesis qualify?

Says M1, but doesn’t specifically mention if that’s just Rosetta or what.

Warlock specifically mentions native support, so it looks like Nemesis doesn’t have it yet.

Versions are first known versions that are native. I am not updating versions as products are updated.

Not quite one for the list but Arturia say they're likely to release native versions of their plugins in one go, hopefully during the summer: viewtopic.php?p=8132712#p8132712
